GO8287: Arts and Screen Employment Pathways Pilot Program

Overview

The grant opportunity is seeking applications from eligible service providers to deliver temporary employment placements through the Arts and Screen Employment Pathways Pilot Program (the Program).

The Program will match early to mid-career d/Deaf and disabled artists and arts workers with arts, cultural, screen and digital games organisations for temporary paid job placements of up to 12 months, for any art form and any position level across Australia.

The successful service provider/s will be responsible for recruiting, selecting and matching host organisations and participants, and providing oversight of the placements.

Eligibility Criteria

Applicants must have an Australian Business Number (ABN); be registered for GST where required by law; be an Australian permanent resident; have an account with an Australian financial institution; be a legal entity with capacity to enter a legally binding agreement; comply with regulatory, industry and legal requirements (copyright, licensing, employment, planning, environmental protection); have no outstanding reports, acquittals or serious breaches relating to any Commonwealth funding.

Eligible entity types include:

  • company incorporated in Australia
  • company incorporated by guarantee
  • incorporated trustee on behalf of a trust
  • incorporated association
  • incorporated not-for-profit organisation
  • sole trader
  • partnership
  • local or territory government agency or body
  • Aboriginal and/or Torres Strait Islander Corporation registered under the Corporations (Aboriginal and/or Torres Strait Islander) Act 2006

Additional eligibility:

  • entities must have a track record of experience and skills in disability access and equity (lead entity must have this if consortium)
  • key personnel for a single applicant or lead entity of a consortium must have lived experience of disability
  • entities must have experience in and understanding of the Australian arts, cultural, screen and digital games sectors (if a consortium, at least one partner must have this)

Applicants must declare compliance with state/territory Working with Vulnerable People registration, Fair Work Act 2009, Disability Discrimination Act 1992, Disability Services and Inclusion Act 2023 and the Convention on the Rights of Persons with Disabilities and align activities with Australia’s Disability Strategy 2021-2031.

Funding Amount
Total funding of 2200000 (GST exclusive) over 3 years (2025-26 to 2027-28). Financial year breakdown: 2025-26: 100000; 2026-27: 1100000; 2027-28: 1000000. Specific allocations (GST exclusive): wages for participants including superannuation and on-costs up to 1700000; grantee overheads to run the Program up to 300000; pool of funding for accessibility adjustments up to 200000. Eligible uses include: design, implementation and oversight of temporary job placements; recruitment, selection and matching of host organisations and participants; accessibility and cultural safety audits and adjustments; support to participants and host organisations throughout placements (including mental health support, mentors, buddies, peer networking); training and induction for host organisations and participants (disability-led disability confidence, equity and trauma-informed training, leadership/management training for supervisors, job readiness and industry skills for participants); managing payments of salaries/superannuation/on-costs to host organisations; data collection and evaluation support; wages of personnel/contractors who directly deliver the eligible activities; operational costs directly related to delivering activities (telephone, internet, software, rent, utilities, insurance, printing, stationery, vehicle leasing); reasonable domestic travel for delivery (department approval required). Ineligible uses explicitly include purchase of land, major construction/capital expenditure (purchase of real estate or building extensions), retrospective costs, general wage costs not related to Program delivery, general ongoing entity administration costs, first/business class travel, overseas travel, placements or employment already supported by other mechanisms, application preparation costs, and activities for which other government bodies have primary responsibility.
