GO8215: 2026-2029 Indigenous Employment Initiative
The purpose of the Indigenous Employment Initiative (IEI) is to create entry level employment opportunities for Aboriginal and Torres Strait Islander people who will support the provision of culturally safe, trauma aware, and healing informed aged care to older Aboriginal and Torres Strait Islander people through a suitably skilled workforce.
The objectives are to: • ensure that Aboriginal and Torres Strait Islander people are provided employment and training opportunities in their communities in entry level, non-clinical aged care positions • provide culturally safe training programs to develop an Aboriginal and Torres Strait Islander workforce that will provide high quality services and meet community needs • provide culturally safe, trauma aware, and healing informed aged care to older Aboriginal and Torres Strait Islander people on country and/or close to home • improve the quality and access to aged care services for Aboriginal and Torres Strait Islander people • support the expansion of the Aboriginal and Torres Strait Islander workforce across Australia • provide consistent and stable funding and certainty for organisations in receipt of grant funding, and • contribute to the Australian Government’s Closing the Gap targets by employing and training Aboriginal and Torres Strait Islander people in entry level aged care positions in their communities.

Stream One: Organisations identified in Table 3 (eligible organisations) that received funding in the previous grant round (2024-25 and 2025-26) and have received an invitation from the department as determined by the departmental delegate.
Stream Two:
- organisations must be an Aboriginal Community Controlled Organisation (ACCO) or, where no ACCO is available, a mainstream organisation or Regional Council funded to provide specialist aged care to older Aboriginal and Torres Strait Islander people via Residential Care, the NATSIFAC Program, CHSP and/or the Support at Home program
- have a record of compliant service delivery to older Aboriginal and Torres Strait Islander people
- demonstrate sound financial management (minimal underspends, no financial irregularities from other Commonwealth funding)
- demonstrate organisational capability to deliver culturally safe, trauma aware and healing informed aged care (workforce to meet community needs, governance structures, appropriate infrastructure and systems aligned with Aged Care Act 2024 and quality framework)
- meet assessment criteria and value-for-money as determined by the departmental delegate
- and have received an invitation from the department
Additional requirements if successful:
- registered provider status under the Aged Care Act 2024 and compliance with obligations
- all personnel working with vulnerable people must maintain Working with Vulnerable People registration (or equivalent)
- volunteers and executive decision makers must undergo police checks
