GO7044: Resolution payments under the Youpla Support Program

Overview

This grant opportunity is part of the Youpla Support Program, which was announced by the Australian Government on 8 February 2024 as its enduring resolution for people impacted by the collapse of the funeral insurance provider, the Youpla Group.

The Youpla Group (formerly the Aboriginal Community Benefits Fund) was a funeral expenses insurer that primarily marketed its products to First Nations people.

The Youpla Group entered liquidation in March 2022, leaving many people without cover, inflicting significant cultural, emotional and financial harm on many First Nations people and communities.

The Youpla Support Program will provide a Resolution Payment to Eligible Persons to help them recover from this harm.

Subject to the exclusions set out in the Youpla Support Program Guidelines an Eligible Person will be offered as a Funeral Bond (delivered as a procurement) as the default option with the right to opt out and receive a Cash Payment (delivered as a grant).

The Funeral Bond will be procured by NIAA on behalf of the Eligible Person.

The Cash Payment will be made to the Eligible Person as a grant under the Youpla Support Guidelines.

Eligibility Criteria

To be eligible a person must have an Eligible Policy and be the Primary Claimant or a Secondary Claimant.

An Eligible Policy is either:

  • (1) a Youpla Group policy that was active any time on or after 2015-08-01 (as identified in Youpla Group records) that was not already paid out in full by Youpla Group and not paid out in full under the Youpla Group Funeral Benefits Program
  • or (2) an Eligible AFCA Determination made in the Applicant's favour against the Youpla Group prior to March 2022 for a Youpla Group policy that was not active on or after 2015-08-01, and that was not already paid out in full by Youpla Group or under the Youpla Group Funeral Benefits Program

The Primary Claimant is the Payer (person who paid for the Eligible Policy) or an Eligible AFCA Complainant.

A Secondary Claimant is the Member or, if the Member has passed away, the Beneficiary, but only where the Primary Claimant(s) have passed away.

Secondary Claimants must provide evidence of death if Services Australia does not already hold that information.

NIAA will use the Youpla Group Master Member Dataset and Treasury information to determine eligibility and calculate the Resolution Payment (60% of premiums paid capped at the policy limit, less amounts already paid).
