GO8114: Comprehensive Primary Health Care - Rolling Funding Arrangements - Extension

Overview

The Comprehensive Primary Health Care – Rolling Funding Arrangements (CPHC RFA) is a component of the Indigenous Australians’ Health Programme (IAHP).

It contributes to the IAHP’s objectives by providing First Nations people with access to high quality, culturally appropriate comprehensive primary health care services tailored to the health needs and priorities of First Nations communities across Australia.

The Australian Government has established four-year rolling funding arrangements with Aboriginal Community Controlled Health Services (ACCHSs) that deliver comprehensive primary health care through CPHC RFA.

This funding was provided through previous grant opportunity (GO6742).

These rolling funding arrangements seek to enable greater certainty and stability for ACCHSs that deliver comprehensive primary health care, thereby strengthening the ACCH sector’s capacity to improve health outcomes for First Nations peoples.

The purpose of this current grant opportunity is to fund eligible ACCHSs to deliver comprehensive primary health care.

This funding will be available over six years from 2026-27 to 2031-32.

This grant opportunity extends the program and supersedes grant opportunity GO6742.

As additional ACCHSs satisfy the eligibility criteria, these organisations may be considered for CPHC RFA funding under these grant opportunity guidelines.

These eligible organisations may be identified and approached at any time as appropriate by the department during the six-year grant period.

Eligibility Criteria

To be eligible, an organisation must be an Aboriginal Community Controlled Health Service (ACCHS) delivering culturally safe comprehensive primary health care services tailored to First Nations communities; must have submitted a minimum of two years of activity level data (client numbers and episodes of care) in the Online Services Report (OSR); and must have received an invitation from the department to deliver services under the CPHC RFA.

Invitations may be issued at any time during the grant period; eligibility for invitation is determined by demonstrated capability based on past performance and reported data.

Funding Amount

CPHC RFA funding must be used to deliver culturally appropriate comprehensive primary health care services tailored to the health needs and priorities of First Nations communities. Essential requirement: provide essential primary health care including general practice and clinical services delivered by suitably qualified medical professionals. Eligible activities include diagnosis and treatment of acute illnesses; emergency primary health care; diagnosis, treatment and management of chronic conditions; eyes, ears and oral health activities; health crisis intervention and referral; population health programs (antenatal, postnatal, child health, immunisation, health assessments and follow-up care); access to secondary/tertiary services and outreach; system-level improvements and Continuous Quality Improvement (CQI) including Plan-Do-Study-Act cycles, clinical audits and CQI training; multi-disciplinary care and practice management; strengthening organisational and governance capacity; partnerships and integrated care pathways; clinical data collection and reporting of nKPI and OSR; monitoring and evaluation; ICT; workforce development; transport supporting access to primary health care; provision/insurance/maintenance of health equipment; and general maintenance/upkeep of clinical structures. Eligible expenditure: costs associated with delivery of the activities agreed in the Activity Work Plan and budgets, incurred between the grant start and end dates. Ineligible uses include (explicitly): social and emotional wellbeing counsellors; specialised drug and alcohol support services; surgical procedures (excluding minor GP surgical procedures); hospital-based emergency care/medical evacuations; research projects; security for commercial loans or meeting existing loan obligations; purchase/repair of motor vehicles (except routine maintenance) except where approved in writing by the Commonwealth; political or lobbying activities; subsidising commercial activities unrelated to essential primary health care; purchase of land and construction works and other major capital expenditure; paying ransom for cybercrime; legal costs to settle unfair dismissal or other claims (except where approved in writing); retrospective costs; overseas travel; projects duplicating existing government-funded resources or initiatives; and activities for which other government bodies have primary responsibility.
