GO8157: Illicit Tobacco Fee for Service Program

The Illicit Tobacco Fee for Service Program (the program) will run until 30 June 2027.

In the 2024-25 Budget, the 'Tobacco - Illicit tobacco compliance' measure provided funding of $188.5 million over 4 years from 2023-24 for the Australian Border Force (ABF) to implement an end-to-end compliance and enforcement model for illicit tobacco.

This funding includes $20.4 million to establish the Illicit Tobacco Fee for Service Program to partner with state and territories to counter illicit tobacco.

The ABF is delivering a proportion of the funding to the states and ACT through a separate funding opportunity and Memorandum of Understanding.

This grant opportunity has up to $5 million available to partner with the Northern Territory Police Force (NTPF) to counter illicit tobacco.

The objectives of the program are to: supplement existing resources, processes and equipment/s for the fight against illicit tobacco sales and distribution assist territories in combating the sale and distribution of illicit tobacco in Australia prevent escalation of criminal activity related to the trade.

The intended outcome of the grant opportunity is to support uplift in capacity and capability of territory law enforcement agencies to support the Commonwealth efforts in disrupting illicit tobacco.

To be eligible to apply for this specific grant opportunity you must be the Northern Territory Police Force (NTPF), ABN 84 085 734 992.

This is a closed, non-competitive process targeted to NTPF.

Applications must meet all eligibility criteria and include an acceptable proposal addressing required assessment criteria (contact details, project description, project dates, detailed budget split over financial years, governance and risk management, conflicts of interest, how measures deliver intended outcomes, access to personnel with required expertise, and success measurement).

Projects must be completed by 2027-06-30.
