Funding for local development projects
The Community Development Fund provides contestable grants to support implementation of opportunities identified in Local Development Strategies for 11 Victorian towns and communities.
It funds project management, community upskilling and activities to progress diversification opportunities including feasibility, pilot projects, applied R&D and certain infrastructure improvements.
Applications for both funding streams will be considered from community or industry groups including:
- an incorporated community organisation
- local government authority
- a business and industry cluster or network
- non-profit organisation
- chamber of commerce, business association, education and research organisations
Eligible organisations must be operating in or near one of the following towns/communities with a Local Development Strategy:
- Benalla
- Noojee
- Corryong
- Nowa Nowa
- Heyfield
- Orbost
- Koondrook
- Swifts Creek
- Murrindindi (Alexandra, Taggerty, Buxton, Marysville)
- Yarra Ranges (Powelltown, Yarra Junction, Warburton)
- Yarram
Funding Stream 2 only: applications will also be considered from private sector businesses.
Where Stream 2 applications are for infrastructure projects that will create investment and jobs, applications may be considered from utility and services providers, water corporations, local government authorities and incorporated not-for-profit organisations that operate as a business.
Applicants who have not previously applied to the Fund (except for exempt organisations such as Local Government Authorities and universities) must provide audited or accountant-prepared financial reports for the last 3 years (Profit & Loss, Balance Sheet, Cash Flow Statement and Notes).
Where the latest financial report is more than 6 months old, a current Profit & Loss Statement and Balance Sheet must be supplied.
DEECA Community Transition Coordinator confirmation of eligibility is required before applicants are provided a link to the Expression of Interest form (Stream 1 applications do not require an Expression of Interest and will be provided a link to submit an application).
Applications must include project description, plan, timelines, deliverables and governance, demonstrated community support, value-for-money justification, project budget, alignment to the Local Development Strategy, resource requirements, risks and management, evidence of endorsement by the Local Development Strategy Leadership Group (or community endorsement if no leadership group) and evidence of any relevant permits or approvals.
