GO8236: LGBTIQA+ Safe Spaces: LGBTIQA+ inclusive primary care workforce training and accreditation

Overview

The grant opportunity aims to deliver health workforce training to ensure inclusive, culturally safe healthcare for LGBTIQA+ people in Australia, and a network of accredited primary care providers.

The anticipated approach for LGBTIQA+ affirming care needs to be suitable for a broad range of population intersectional sub-groups.

Applications from consortia are strongly encouraged, providing there is a lead organisation that is solely accountable to the Commonwealth (see section 7.2 of the Grant Opportunity Guidelines).

The objectives of the grant opportunity are: • to improve cultural safety in primary care settings for LGBTIQA+ individuals through workforce training that is evidence-based and patient-centred, guided by evidence-based best practice and the Action Plan. • to reduce financial barriers for primary care providers and organisations to develop skills and be formally recognised as competent in providing health care that is safe and appropriate for LGBTIQA+ clients. • for LGBTIQA+ people to be able to readily identify and access safe and inclusive mainstream primary care services. • to increase prevention and early intervention care episodes and improve overall health and wellbeing for LGBTIQA+ people. • to establish a financially sustainable plan for ongoing provision of the program beyond the cessation of this grant opportunity.

Eligibility Criteria

To be eligible an applicant must be one of the listed entity types:

  • Company
  • Cooperative
  • Indigenous Corporation (registered under the Corporations (Aboriginal and/or Torres Strait Islander) Act 2006)
  • Incorporated Association
  • Corporate State or Territory Entity
  • Partnership
  • Statutory Entity

Universities can apply if they have an eligible entity type.

Trustees may apply on behalf of a Trust provided the Trustee has an eligible entity type.

Consortia are encouraged provided there is a lead organisation that is solely accountable to the Commonwealth and is an eligible entity.

Additional eligibility requirements:

  • organisations must have relevant expertise and a demonstrated track record working with LGBTIQA+ communities (including consultation/co-design experience)
  • organisations with experience in training and assessing health professionals may only apply as part of a consortium that includes an organisation with LGBTIQA+ expertise
  • consortia must include at least one organisation with relevant LGBTIQA+ community experience

Successful grantees must maintain Working with Vulnerable People registration (or equivalent) and Working with Children check, comply with relevant legislation/regulations/technical standards and may be required to comply with the Multicultural Access and Equity Policy, the Commonwealth Child Safe Framework and Workplace Gender Equality Act 2012 reporting requirements (applicants must declare compliance).

Applicants must not receive funding from another government source for the same purpose.

Eligible activities: design, delivery and subsidy of national voluntary training and accreditation for primary care workforce (clinicians, receptionists, administration and support roles); program development to be nationally scalable and sustainable; consultation/co-design with stakeholders including people with lived experience and LGBTIQA+ organisations; training and accreditation of medical practitioners and organisations; monitoring and compliance activities for accredited participants (including monitoring/compliance plan); evaluation and continuous improvement activities including use of an external independent evaluator; development of a financial sustainability plan; development of a subsidy eligibility framework and fee structure to provide full or partial subsidies for eligible participants; upskilling existing workforce. Eligible expenditure: operational costs directly related to delivering services (e.g. rent, vehicle leasing, printing and stationery); wages of employees or contractors directly delivering services including superannuation; domestic travel if necessary and approved in the Activity Work Plan; fees determined based on size, number of sites and complexity of organisations. Expenditure must be incurred between the grant start and end dates and be for eligible grant activities.
