GO8331: Building Early Education Fund – Aboriginal Community Controlled Organisation (ACCO) Grant Opportunity

Overview

The purpose of the ACCO Grant Round is to provide capital grants to high-quality not-for-profit ACCOs to undertake construction for the delivery of new or expanded Centre-Based Day Care (CBDC) services.

Organisations will be invited to apply based on consultation with First Nations partners and peak bodies.

Eligibility Criteria

To be eligible an organisation must have received an invitation to apply from the Department of Education; have an Australian Business Number (ABN); be registered for GST; have an account with an Australian financial institution; be an Aboriginal and/or Torres Strait Islander Community-Controlled Organisation (incorporated and not-for-profit; controlled and operated by Aboriginal and/or Torres Strait Islander people; connected to the community or communities in which they deliver services; governed by a majority Aboriginal and/or Torres Strait Islander governing body); either currently hold, or commit to obtaining, provider approval under the Education and Care National Law and approval under Family Assistance Law (CCS); and not be ineligible under the exclusions in section 4.2.

Applications must be submitted within 12 weeks of invitation (or an alternative timeframe agreed by the department).

Eligible activities: capital works to establish a new ECEC service or expand an existing ECEC service to support additional places, including building design, planning and approval; construction, commission and fit-out of new buildings or expansions for National Law and CCS-approved CBDC services; infrastructure provision (water, sewerage, electricity); building certifications (including certificate of occupancy); project management; site preparation (land clearing, demolition, contaminant removal); site safety requirements including landscaping and car parking (only where required to accommodate increased ECEC places); costs to obtain or amend service approval under State Regulatory Authority/National Law; assets that are part of fit-out and essential to CBDC provision; and any other capital works demonstrably related to delivery of the grant activity as agreed by the department. Ineligible uses: purchasing land; ECEC service operational costs (rent, insurances, maintenance, registration, salaries, training); capital works that have already commenced (unless grant funds would fund additional works that increase ECEC places); general ongoing operational/administrative expenses (annual maintenance, communications, accommodation, printing, postage, legal/accounting, bank charges); wages not related to construction; non-construction project overhead items such as office equipment; research or scoping activities; travel; any tax obligations arising from the grant except GST.
