GO4984: Agency Collaborates – Community Initiated

Overview

Under the IAS, the Agency considers grant proposals that address a need for Aboriginal and Torres Strait Islander people.

Proposals should be developed with the target community or group who will be impacted by the activity.

This funding approach can be used to present a proposal to the Agency where a need has been identified in the community and there are no other current funding avenues available.

You must discuss your proposal with the Agency.

The Agency may then invite you to submit an application.

Eligibility Criteria

To be eligible you must have been invited to apply by the Agency; have an Australian Business Number (ABN) (exemptions may apply in special cases); where relevant be registered for GST; if an individual, be a permanent resident of Australia; have an account with an Australian financial institution; and be one of the listed entity types (Aboriginal and/or Torres Strait Islander Corporation registered under the CATSI Act; company incorporated under the Corporations Act 2001; incorporated associations; incorporated cooperatives; organisations established through Commonwealth or state/territory legislation including public benevolent institutions, churches and universities; Australian state or territory government body; Australian local government body; an incorporated trustee on behalf of a trust; a partnership; a joint (consortia) application with a lead organisation that satisfies the entity type; or an individual with an ABN).

In addition you must have rectified or be rectifying any issues of previous non-compliance with Commonwealth agreements to the satisfaction of the Commonwealth and be financially viable.

Applicants must demonstrate they will comply with applicable laws and maintain required qualifications, permits, registrations and licences (including Working with Children checks, Working with Vulnerable People registration, industry licences/registration, or ASQA accreditation).

Organisations receiving $500,000 or more (GST exclusive) in any single financial year from IAS funding are subject to the Strengthening Organisational Governance Policy (incorporation under Commonwealth legislation requirements).

Funding Amount
Grant funds can only be spent on agreed and/or eligible grant activities as defined in the grant agreement. Eligible activities are those that contribute to IAS objectives and program outcomes (including Jobs, Land and Economy; Children and Schooling; Safety and Wellbeing; Culture and Capability; Remote Australia Strategies; Research and Evaluation) such as: economic development support, Indigenous business support, land and sea management, employment and work-readiness activities, community development (CDP), early years and schooling activities, culturally appropriate safety and wellbeing programs (including AOD treatment and trauma-informed services), native title support and capacity building for Prescribed Bodies Corporate, and research and evaluation. Activities must be delivered in Australia (exceptions only at Agency discretion), comply with COVID-19 risk mitigation (a COVID-19 Risk Management Plan may be required), be culturally and linguistically appropriate, consider needs of people with disability, and align to community/regional plans where relevant. Grant funds cannot be used for purposes that do not directly contribute to activity outcomes (for example payment of fines or loans, purchase of gifts, personal debts, sitting fees), costs to prepare an application (unless specifically agreed), activities for which other government bodies have primary responsibility (unless specifically agreed), or expenses primarily funded by other government sources (unless specifically agreed). Expenditure is only eligible if incurred within dates specified in the grant agreement unless the Commonwealth agrees otherwise.
