GO8498: Medicare Thriving Kids

Overview

Continue the operation and delivery of the Pregnancy, Birth and Baby (PBB) service and establish an information, advice and navigation service, leveraging the Commonwealth’s investment in technology for the 1800MEDICARE service delivered through Healthdirect Australia (Healthdirect).

The PBB helpline and website is a national Australian Government service providing support and information for expecting parents and parents of children, from birth to 5 years of age administered by Healthdirect.

The established service will deliver: • a redesigned Pregnancy, Birth and Baby (PBB) service providing dedicated midwifery-led support for parents and families from preconception to one-year postpartum via helpline, video call, website content and a mobile application. • advice and service-finding support to families, carers and others in the community who interact with children aged 1-8 with queries about early development and behavioural concerns.

Eligibility Criteria

To be eligible, the applicant must be Healthdirect Australia Ltd (ABN 28 118 291 044) and must have received an invitation to apply from the Department of Health, Disability and Ageing.

The applicant must declare compliance with the Commonwealth Child Safe Framework, Workplace Gender Equality Act 2012 and Multicultural Access and Equity Policy, and comply with all relevant laws and regulations.

If successful, relevant personnel working on the activity must have and maintain a Working with Children check or Working with Vulnerable People registration, or equivalent applicable state or territory check.

The applicant cannot receive funding from another government source for the same purpose or activity, except where a joint state, territory or local government contribution is specified.

Eligible activities include delivering the national Pregnancy, Birth and Baby telephone helpline and website; establishing digital channels and a helpline for the new 1–8 service stream; implementing priority findings from the PBB service review; enhancing the National Health Services Directory; reviewing and redeveloping PBB website content; realigning the PBB workforce and operations; migrating PBB to the Healthdirect operating platform; developing 1–8 stream content; reviewing the clinical governance framework; monitoring and evaluation; service design, development and testing; project management; service delivery; and engagement with other national disability information and navigation service providers. Eligible expenditure includes staff wages directly involved in activities, essential utilities and administration, service-delivery costs, IT/platform infrastructure and enhancements, relevant marketing materials, directly relevant staff training, essential domestic economy travel and accommodation, ICT systems/software/databases/minor hardware, and directly related contracted activities.
