GO6341: Local Roads and Community Infrastructure (LRCI) Program - Phase 4

Overview

Funding under Phase 4 of the Local Roads and Community Infrastructure (LRCI) Program is available from 1 July 2023 to support Eligible Funding Recipients to deliver priority local road and community infrastructure projects across Australia.

LRCI Phase 4 continues the objective of the program to provide temporary, targeted support for creating and maintaining local jobs through road infrastructure and construction activities in communities across Australia.

The intended outcomes of the program are to:

  • deliver benefits to communities, such as improved road safety, accessibility and visual amenity
  • and create local short-term employment opportunities through funding construction projects
Eligibility Criteria

Only pre-identified Eligible Funding Recipients (local councils) selected by the Australian Government are eligible to participate in Phase 4.

550 Eligible Funding Recipients are included for Part A ($500 million); 466 Eligible Funding Recipients in rural, regional or outer-urban locations are included for Part B ($250 million).

Eligible Funding Recipients will receive a Letter of Offer and must sign the Grant Agreement.

Eligible Funding Recipients must submit Work Schedules nominating projects (draft Work Schedules accepted between 2023-07-01 and 2024-12-31) and only approved nominated projects in an Approved Work Schedule can be funded.

Projects must meet the Eligible Project Requirements in section 5 of the Guidelines and be delivered within the Eligible Construction Time Period (ECTP 2023-07-01 to 2025-06-30).

Grant money can only be used on Eligible Projects: Local Road Projects (construction or maintenance of roads managed by local governments, including traffic signs, traffic calming/control equipment, street lighting, bridges/tunnels, rest areas/weigh stations, visitor economy facilities, road and footpath maintenance additional to normal capital works) and Community Infrastructure Projects (construction, maintenance and/or improvements to council-owned assets primarily for direct use and benefit of the local community). Examples of eligible works include CCTV, bicycle and walking paths, painting/improvements to community facilities, fencing repairs/replacement, improved accessibility, landscaping/tree planting/beautification, picnic shelters/barbeque facilities, community/public art (with conceptual description), playgrounds and skate parks, noise and vibration mitigation, off-road car parks, and projects supporting transition to Net Zero for council owned assets. Other public land (state/territory/Crown/Commonwealth) projects can be eligible where council confirms authority of the land/asset owner and site is publicly accessible. Co-contributions are allowed but not required; combined funding must not exceed project cost. Eligible construction time period is 2023-07-01 to 2025-06-30; projects must be physically completed by 2025-06-30. Ineligible uses include business-as-usual activities, general administration and staff salaries not directly connected to Eligible Projects, preparation costs for Work Schedule or reporting, public liability insurance, training, fringe benefits tax, GST component of supplies, finance leases on equipment, depreciation except that directly attributable to grant project, preliminary planning/stand-alone design not related to an Eligible Project, moveable plant/equipment (e.g. graders, trailers), land, purchase/improvement of assets not primarily for community use, retrospective project costs prior to formal nomination and approval, commencement/opening ceremonies, transport planning studies, and upgrades to tourist precincts not generally accessible to the wider community.
