Concessions to improve Australian industry competitiveness

Overview

The Certain Inputs to Manufacture (CIM) program provides import duty concessions for Australian manufacturers who import eligible goods that demonstrably perform better than locally-sourced alternatives.

Successful applicants receive a determination allowing them to import specified inputs duty-free for use in producing a specific end product.

Eligibility Criteria

You are eligible if you:

  • intend to import an eligible good to produce a specific end product
  • can demonstrate that the imported good performs better than a locally-sourced alternative
  • and submit an application before you import the goods

For Item 46 concessions, goods must be raw materials or intermediate goods classified under the relevant Item 46 chapters of Schedule 3 of the Customs Tariff, be used in the production of a specific end product, and offer a substantial and demonstrable performance advantage over substitutable goods produced in Australia.

For Item 47 concessions, goods must be metal materials or metal goods classified under the relevant Item 47 chapters of Schedule 3 of the Customs Tariff, be used in the packaging of food, and offer a substantial and demonstrable performance advantage in the packaging of food over materials and goods currently available in Australia.

As part of your application you must include an independent technical assessment that quantifies the performance advantage.
