GO4985: Agency Collaborates (non-competitive)

Overview

Under the IAS, the Agency considers grant proposals that address a need for Aboriginal and Torres Strait Islander people.

Proposals should be developed with the target community or group who will be impacted by the activity.

Where an unmet need is identified, the Agency may directly approach organisations to negotiate delivery of an activity or service

Eligibility Criteria

To be eligible you must:

  • have been invited to apply by the Agency
  • have an Australian Business Number (ABN) (exemptions may apply in special cases)
  • where relevant be registered for GST
  • if an individual be a permanent resident of Australia
  • have an account with an Australian financial institution
  • and be one of the entity types listed in Section 4.1 (eg an Aboriginal and/or Torres Strait Islander Corporation registered under the CATSI Act; a company incorporated under the Corporations Act 2001; an incorporated association or cooperative; organisations established through specific Commonwealth or state/territory legislation such as public benevolent institutions, churches and universities; Australian state, territory or local government bodies; an incorporated trustee on behalf of a trust; a partnership; a joint/consortia application with an eligible lead organisation; or an individual with an ABN)

Applicants must have rectified any prior Commonwealth non-compliance to the Commonwealth’s satisfaction (or be in the process of doing so) and be financially viable.

Successful applicants must comply with applicable laws, maintain required qualifications, permits and licences (including Working with Children / Vulnerable People checks, industry licences and ASQA accreditation where relevant), and meet incorporation requirements for organisations receiving $500,000 or more (GST exclusive) in any single financial year under the Strengthening Organisational Governance Policy.

Grant money can only be spent on agreed and/or eligible grant activities as defined in the grant agreement and the IAS program descriptions (Appendix 1). Examples of eligible activities include: employment and work-readiness programs; Indigenous business and economic development support; land and sea management and native title support; early years, schooling and youth engagement activities; culturally appropriate safety, wellbeing and alcohol and other drugs (AOD) treatment and prevention services; community development and remediation; research and evaluation; and other activities described under the six IAS program areas. Grants must be delivered in alignment with government and health advice (including a COVID-19 Risk Management Plan where required). Eligible expenditure must be incurred within the grant agreement dates and be directly related to achieving the activity outcomes. Ineligible uses include: costs that do not directly contribute to activity outcomes (for example payment of fines or loans, purchase of gifts, personal debts, sitting fees), costs of preparing an application (unless specifically agreed), activities or expenses for which other government bodies have primary responsibility (unless specifically agreed), and other out-of-scope activities described in Appendix 1.
